Is that — the poem and “Россія. Импортозамѣщеніе. 100 лѣт назадъ
"Стрѣкоза"” — Russian in old (pre-reform) spelling? My first thought on seeing Россія was Ukrainian, but now I think not.

You are correct; the scan is from 1915; it was after 1917 that the spelling was reformed
