In broader terms, it is of course true what you say.
Also, "eye for an eye" is more about revenge, at least this is how I read it...
This is the one I agree with, and perhaps you might as well:
"Do not reward evil with good. Reward good with good, and reward evil with justice."

Now's probably not the best time for slogans of the "can't we all just get along?" variety. Because no, we really can't (http://www.feministe.us/blog/archives/2016/11/12/no-reconciliation-no-empathy-no-understanding/).
I must agree with you there, some people one wouldn't _want_ to get along with...
And--the quote was to be a counterpoint to "turn the other cheek", you see.
